Impact Living Services (ILS) was created by a team of individuals seeking to provide independent living services to youth and young adults.  In 2011, the state of Virginia eliminated independent living as a goal for foster care youth with the rationale that independent living was the only service goal that was associated with a placement and not a permanent relationship.  The founders of ILS desired to create an organization focused on developing permanency in a community of youth and staff that would transcend their time of placement within a program.  ILS operates under the principle that no youth desires to participate in a program but desires to become a part of a lasting community.

ILS is comprised of a team of individuals with a combined thirty-five years of experience working with the department of social services.  ILS employees have an extensive combined experience running and maintaining residential facilities, case managing, in home counseling, directing independent living arrangements, and serving as foster and adoptive families.  ILS aids youth in reaching their potential socially, academically, vocationally, and relationally through creating relationships, creating community, and creating permanency.
